Please forward your (i)CIPC documents indicating share ownership or directorship of the company or a comprehensive CSD report which must indicate the names or the owner, their gender, race, age, whether there is a person living with disability(Medical certificate will be used to verify the disability states of the bidders) or not and the address of company preferred address on CSD in order to claim the preferential procurement points, (ii) Complete attached MBD Forms (iii) Municipal Account (for both company and directors) not older than 90days and written formal quotation provided on or before 23 January 2026 @ 11h00 to room no: 17 Civic Centre, Irwin Street, Musina or email to rfq@musina.gov.za. Please make sure that the documents to be submitted by email does not exceed 3MB.

Musina Local Municipality shall adjudicate Tenders in accordance with the Supply Chain Management Policy and the Preferential Procurement Policy Framework Act, 2000 and its Regulations.
Tender documents containing the Conditions of Tender will be available from the Cashier, Musina Civic Centre, 21 Irwin Street, as from Monday, 05 January 2026, upon a non-refundable fee as indicated above, during office hours (Monday to Friday from 8:00am to 15:00pm) OR can alternatively be downloaded for free from e-Tender Publication Portal (www.etenders.gov.za) or on Musina Municipality website (www.musina.gov.za).
Prospective bidders are required to submit fully completed, priced, signed and initialled bid documents in a sealed envelope marked with the “Bid number and description”. The bid document must be deposited in the designated Tender box located at the reception area of Musina Local Municipality Civic Centre, 21 Irwin Street, not later than the closing date and time. NB. All prescribed supporting documents as specified in the bid document must be attached. No late, faxed or telephonic bids will be accepted. Tenders/Bids will remain valid for 90 (ninety) days.
The municipality reserves the right to negotiate further conditions and requirements with the successful Tenderer. Musina Local Municipality is not compelled to accept the lowest or any bid.
All Responsive Bids will be evaluated on the 80/20 Preference Points System as prescribed by the Preferential Procurement Regulations, 2022.

KEY REQUIREMENTS:
A Bachelor’s of Science Degree Engineering / B Tech in Engineering or an equivalent.
Certificate of Competency as required in terms of the General Machinery Regulations, 1988 or Registration with a recognized relevant engineering professional body will be an added advantage.
A minimum of 5 years’ experience at middle management level, or as programme / project manager, at least 3-4 years at professional / management level engineering management experience.
A valid Code B driver’s license. Excellent communication & leadership skills. Advanced Computer Skills. Extensive Knowledge of Local Government legislation, policies, procedures and public office environment.
LEADING COMPETENCIES:
Legibility in terms of the competence framework for senior managers as per Municipal Regulations on Minimum Competency Levels as published under GNR.493 in GG 29967 dated 15 June 2007 as well as Annexure A of Local Government Regulations on Appointment and Conditions of Employment of Senior Managers as published under GG 37245, dated 17 January 2014.
KNOWLEDGE:
Good knowledge and understanding of relevant policy and legislation; Good knowledge and understanding of institutional governance systems and performance management; Must have extensive knowledge of the public office environment; and must be able to formulate engineering master planning, project management and implementation.
KEY PERFORMANCE AREAS INCLUDES:
Formulate technical services department master plans.
Project manage implementation key plans and projects.
Manage, direct and control key deliverables and outcomes associated with the department. Develop short and long term strategic plans for the department.
Manage departmental budget/systems/personnel/other resources and services rendered by the department.
Manage the electricity, water & sanitation, roads and storm water, waste management and project management sections.
Perform integrated infrastructure planning for the department.
Manage funds and grants for infrastructure development and maintenance.
Oversee operations and maintenance on plant, machinery, municipal buildings, roads & storm water, electrical, parks and waste management assets.
Advice management and council on infrastructure related matters and monitor the implementation of infrastructure development and maintenance thereof.
Manage departmental resources in accordance with applicable legislation and regulations.
Manage efficient provision of municipal services.
Establish, operate and maintain structures, processes and systems.
Direct and control key deliverables and outcomes for the department.
Liaise with internal and external stakeholders.
Facilitate stakeholder participation and involvement.
Ensure legislative, regulatory, policy, practices and operating standards compliance.
